ENVIRONMENTAL IMPACT
It is called Environmental Impact Assessment (EIA) to the administrative procedure used to identify, manage and interpret the environmental impacts that will result in a project in its environment if it is executed, all in order that the competent authority may accept, reject or modify. This legal administrative procedure begins with the presentation of the summary report by the developer, continues with the completion of consultations for people and institutions by the environmental agency, continues with the completion of the EIS (Environmental Impact Study) conducted by promoter and substantive presentation to the body. Extends into a public participation process and concludes with the issuance of the EIS (Environmental Impact Statement) by the Environmental Authority.
The EIA has become mandatory in many legislations. The consequences of a negative evaluation may be varied according to the law and the rigor with which it is applied, ranging from the permanent cessation of the project to complete ignorance. The concept first appeared in U.S. law and has been extended later to other countries. The European Union introduced legislation in 1985, having suffered the legislation on several occasions subsequent amendments.
The EIA is always related to a specific project, as defined in particular situations such as: type of work, materials to be used, construction procedures, maintenance work in the operational phase, technology used, inputs, etc.
